Overview

The Hershey Income Accelerator Program (HIAP) is designed to support cocoa farming households by employing a proven strategy centered on providing supplementary cash transfers to augment farmer income while promoting sustainable farm management practices. The  Program is seeking the services of a competent consultant to develop and deliver a comprehensive training program on the proper diagnostics of Cocoa Swollen Shoot Virus Disease (CSSVD). The training aims to equip coaches within the program to identify CSSVD confidently and competently. Initially, HIAP trainers will undergo the training, with the potential for future high-end training of trainers.

Main Objectives

  • Develop a suitable training program for HIAP program coaches, including HIAP trainers, on CSSVD diagnostics.

  • Ensure that coaches gain a thorough understanding of CSSVD, prevention measures, early and later symptoms, and effective farm management practices.

  • Equip coaches to identify infectious mealybug vectors

  • Strengthen coaches ability in host plant identification

  • Familiarize participants with the CSSVD detection tool, considering its potential deployment in HIAP.

Contractor Services at a minimum, must include:

 

1.     Curriculum Development

Develop a comprehensive training curriculum (indoor and field sessions) covering CSSVD understanding, prevention, detailed diagnosis, early detection, CSSVD related farm management, and the operation of the CSSVD detection tool.


2.     Training Material Creation

Prepare all necessary training materials, including presentations, handouts, and any documentation required for both indoor and field training sessions.


3.     Field Training Coordination

Organize and coordinate efficient field training sessions, ensuring active participation and engagement of participants during visits to identified farms.


4.     Customization of Training Modules

Tailor the training curriculum based on the existing competences of coaches, ensuring that the content is relevant and appropriately challenging.


5.     Assessment Tool Development

Design and implement effective assessment tools to evaluate the competence of participants, providing a comprehensive understanding of their acquired skills.

Deliverables

  • A detailed CSSVD diagnostic training program curriculum for indoor and field sessions.

  • Training materials, including presentations, handouts, and any required documentation.

  • Assessment tools to evaluate the competence of participants.

  • Field training reports outlining the efficiency of visits and recommendations for improvement.

General terms and conditions for Request for proposal

  • Proposals and/or any additional information received after the submission time and date are subject to rejection by The Rainforest Alliance. Incomplete proposals may be rejected by RA at its discretion.

  • The Rainforest Alliance reserves the right to request additional information at any time during the procurement process.

  • RA is at liberty to make multiple or no selections as part of the proposal process. RA also reserves the right to cancel the procurement.

  • All proposal costs shall be borne by the applicant and will not be reimbursed by RA.

Selection Criteria

o    Cost

Proposals will be evaluated based on the overall cost, including a detailed breakdown of expenses associated with the development and delivery of the training program.


o    Relevant Technical Expertise

Demonstrated expertise in agricultural disease diagnostics, particularly in the field of Cocoa Swollen Shoot Virus Disease (CSSVD).

Possession of relevant technical qualifications related to plant pathology, agronomy, or a closely related field.


o    Availability

The consultant's or Consultant firm’s availability to commence the training program within specified timeframe.


o    Eligibility to Work in Cote d’Ivoire

Compliance with the legal requirements for working in Cote d’Ivoire.

Familiarity with local regulations and ability to navigate any logistical or administrative challenges related to the training location.

Your proposal should contain the following details:

o    Project team (if a Consultant Firm)

o    Technical proposal with a breakdown of methodology and timeline for deliverables. This should include detailing the process for developing the CSSVD diagnostic training program curriculum and specify how the curriculum will cover both indoor and field sessions, including topics, modules, and the overall structure.

o    Financial proposal:

§  daily rate and estimated number of days/hours needed to complete assignment.

§  financial proposals must include a basis for costing

§  Currency required should be in CFA

o    List of previous engagements that addresses the above experience desired

o    Current C.V.(s) of team members

o    Contact details of two (2) recent references (email and phone number)


The selected finalist(s) will be notified by 26th February, 2024.
